Do drip irrigation right away for a vegetable garden in a dry climate. Don't waste time with soaker hoses (which will get water in places you don't need). Drip irrigation puts the water exactly where you need it easily. It's also much cheaper and easier to maintain. By the end of the season, my soaker hoses used to be torn up.
